Cant open design window , were it goes the html pages, css files image files etc

I cant open the parta or the window were i add the html files or files to my design. this is what happes enter image description here

Click the square next to the X at the top right, to expand your window to be full screen. That should set the lower part of the window above your windows toolbar.
