Since that page gives you all the code you need to create it, I would think yes. You can create pretty much anything within BSS that is HTML, CSS or JS without too many complications. You will most likely have to use Custom Code for this, but if you have the patience to build it yourself you may be able to do it without Custom Code in too many places.
You may need a working knowledge of databases I'm going to assume, in order to utilize the create/edit/delete parts of this, not sure though. Also, part of this setup is PHP/AJAX which is not usable within BSS so you will need to use some work arounds to utilize that part. Do a search on the forums here for PHP or AJAX and you should find some info on how to do this productively. I haven't used it at this point yet, so I don't have that information for you.
