Can bootstrap do the same thing as flexbox, or nearly the same functionality?

I'm looking at this website, I like the layout, but it seems it's made with flexbox?

Can bootstrap do pretty much anything flexbox does, minus the extreme stretch and shrink options?

All I'm looking for is a basic grid layout system that is responsive, I don't care about bell and whistles.

When is the next version coming up exactly, I'll wait for that one to purchase.

Yes bs4 uses flexbox

And versions happen quite a bit and fix things as needed so there's no better time to grab it than now. :)
