How to create consistent nav and footer

I must have done something wrong.

I have a web site created with about 10 pages.

The nav menu and footer are not consistent.

That means if I made a change in one menu item on the index.html and one footer item (Eg a social button) in the index.html, I have to go to the other 9 pages to repeat all my changes.

Is there a way to solve this
