I have a minimum order quantity on some products and on the product.html page it says “Minimum Per Order is 20” but it is actually possilble to buy less… It is not possible to buy more than the max amout though, so at least that works

You are correct that customers can add to the cart a number of the product below the minimum per order. However, they will not be able to complete the checkout if the requirements are not met.
You should see a similar message when trying to checkout:
We designed it like this so that customers have more control over the number of products they add, e.g. they can add 15 of the product first and then 5 more.
